If you run slow enough it will stay down. I think that it might have been a little extra low, but I generally aim to average

I had a really low HR. Wouldn’t crack 100 until later in a run. Resting HR in low 30s. All of it sounds desirable for an athlete. Became a problem for me. Dizziness, palpitations, and aerobic intolerance (HR increase very difficult). Put up with symptomatic Bradycardia for several years praying it would get better. Ended up with a pacemaker. Much better now, not perfect, but no more symptoms.

Yes. If it gets too low it can cause some issues. I went to a cardiologist this summer for a mild bradycardia. All turned out normal. My resting heart rate is generally in the upper 30s when I am in good shape.
I follow a guy on Strava whose heart rate for easy runs in sometimes in the 90s. His max heart rate I assume is rather low. Marathon effort for him is in the 130-140s I think. I'm about 20-30 beats higher across the board.
I also don't have a lot of variance. I can drop a minute off the pace and only increase HR by a few beats. On the slower end I almost can't run slow enough to be under 118/120.
